It is learnt through intelligence agents of

this Government that Sun Wen and Ch'en Ch'iung-ming, in

view of the lack of funds for their attack upon Kuangai,

have requested the Hongkong merchant Țiu Chu-po and

others to endeavour to obtain a large aun of money on the

security of the revenues of the Kuangtung Department of

Finance and the office of the Tiang Kuang Salt Commr.

At present, it is said, a section of Hongkong merchanta

propose to make themselves into an areng, for the

collection of funds under the name of the "Trade Aid

Society".

I have the honour to observe that provincial loans are null and void unless made with the approval of the Central Government. If the facta are an alleged

by the above intelligence reports they will prove an obstacle in the way of maintaining the peace in this country; no matter what conditions may be laid down, they are without force or effectand the Chinese Goverment will undertake no responsibility in regard to them. I have therefore the honour to request Your Excellency te telegraph to the Governor of Hongkong desiring him to make enquiries into the matter and take steps to prevent any such loan, and shall be grateful if you will act in this sense,
